This book delves into a comprehensive analysis of the unsuccessful constitution-making process in Turkey from 2011 to 2013, which stands as an exceptional deviation from the country's otherwise authoritarian constitutional politics. The authors compellingly showcase that, even in challenging circumstances, constitution-making endeavors that foster collaboration among diverse stakeholders have the potential to bring about substantial improvements in constitutional regimes. The failure of the process in Turkey was significantly influenced by long-standing societal divisions related to cultural and religious diversity, which were evident in the negotiations between political parties. Notably, the ruling AKP's unwavering commitment to establishing a presidential system, which received neither support from other political parties nor public approval, severely destabilized the process and deepened distrust among the drafters. Additionally, unfavorable procedures, such as an unrealistic deadline and the unanimity principle, hindered consensus and allowed the AKP to hijack the process. This unfortunate turn of events marked a missed opportunity for democratization in Turkey before it embarked on a trajectory of full-fledged democratic backsliding.
